I suppose the answer that most jaded South African gamers will have is it’s because we don’t matter. There, there chaps, we do. The bots that respond care enough to be able to differentiate what country you are from when responding to your queries about Xbox LIVE.
Unsurprisingly, some people were rather miffed that Breach hadn’t appeared on the South African marketplace, and one was prompted to write a letter asking a simple question. Why? He did go on to confuse the bot by asking who in SA was responsible for restricting the content in a geographic location. The response should be no surprise to you.
Thank you for contacting Microsoft online support for Xbox. I am Oliver and I will be helping you today with this issue.
We appreciate you taking the time to write us with your concerns and value you as an Xbox customer. We apologize for any inconveniences that you might have.
I understand that you want to know why is Breach not on the South African Marketplace.
As the world’s premiere software solutions provider, Microsoft has a responsibility to recognize and respect global cultural and social differences concerning media content and availability.
For example, Xbox Live is contractually obligated to only allow viewers physically located in the U.S. to purchase and view Video Marketplace items. For Marketplace content, there are certain countries where the content should not be available per government regulation. To make sure that Xbox Live customers have access to appropriate content, Microsoft is introducing Licensing Compliance.
Licensing Compliance is a back-end process that will enable Xbox Live to restrict access to Marketplace content based on your geographic region. Xbox Live will determine your geographic location based on your console’s IP address upon login. If the content you are attempting to acquire is restricted in your geographic location, then Xbox Live will block the purchase or download from occurring.
When you attempt to access or download something that is restricted for your geographic region, the following error message will be presented to the you:
This item is not available from your current location.
Licensing Compliance will also affect Video Marketplace content, as it is licensed only for U.S. distribution. Additionally, gaming content will be restricted based on government regulation. There are certain countries where that content cannot be viewed per government regulation. There is no work around for this at this time.
Note: Though some contents were made available for some regions, you can only download the contents using the account which was created or meant (physical address and billing information) for that region.
This means that the credit card / pre-paid card associated with your account is required to match the billing address and country your account is set up in.
Note: Denominations for Microsoft Points can vary for different regions because of regional currency differences. You can only use Microsoft Points in the country in which you purchased the points. If you try to use points that you purchased in different region, you will receive an “Invalid Code” message when you try to use those specific codes in the Xbox Live Marketplace.
